The Ministry of Finance and Economic Planning has announced that construction of a new road to Kigali International Airport, currently under construction in Bugesera District, is about to begin. This was reiterated by the Minister of Finance and Economic Planning, Yusuf Murangwa, when he presented to both houses of Parliament the draft budget that will be announced in June this year.
Murangwa indicated that the Ministry is preparing a Budget of 7,796.3 Billion Frw for the year 2026-2027, which will be used for various programs selected based on how they contribute to achieving the government’s development goals as contained in its accelerated development plan. Specifically, in the transport sector, the project includes the upgrading of the national road network, including the 45-kilometer Kigali-Muhanga, 63-kilometer Base-Butaro, and the 10-kilometer Prince House-Giporoso-Masaka road.
These roads are complemented by the construction of the 11.6-kilometer Express Way to the Kigali International Airport.
Murangwa said, “A wide road will be built to the new Kigali International Airport, continuing to support the public transport program, expanding and improving road junctions in the City of Kigali.”
Roads supporting trade will also be built and repaired
In the 2026-2027 budget proposal, it is planned to increase the length of the national road network supporting trade, including the 40-kilometer Nyacyonga-Mukoto road, as well as the 69-kilometer Kigali Logistics Platform project.
To improve urban mobility, work will begin on the renovation of the Nyabugogo Bus Terminal, the creation of dedicated bus lanes, and the upgrading of road junctions in the City of Kigali through the Kigali Urban Transport Improvement (KUTI) project.
The 10.1-kilometer Zindiro–Masizi–Birembo–Kami–Gasanze road will also be upgraded, as will the 4-kilometer Cyamitsingi–Bibare–Zindiro road.
In terms of air transport development, it is expected that this budget will provide for the establishment of a center of excellence to develop aviation knowledge and skills, the relocation of operations and housing to the area designated for the protection of Kigali International Airport operations, and capacity building of personnel responsible for its operation.
In terms of water transport infrastructure development, the construction of the Nkombo Island ferry and the commissioning of the Rubavu and Rusizi ports will be included.
In the Cross-Border Transport Infrastructure Development, a major focus will be on the rehabilitation of cross-border roads, including the 18-kilometer Nyagisozi–Remera–Nshili border road.
The Rwanda-Burundi Road Infrastructure Development Project (BRIDEP), which includes the 25-kilometer Musanze–Cyanika road and the 60-kilometer Bugarama–Bweyeye road, as well as the construction of the Gatuna Border Protection Wall (OSBP).All of these projects are expected to begin once the budget is presented to Rwandans in June.
