There are more than three years since the Government of Rwanda has started to plan to restructure staffing within local government administration—spanning from the *Akagari* (cell) to the *Akarere* (district) level. These changes aim to align staff responsibilities, improve service delivery, and strengthen initiatives related to development and citizen welfare.
The planned structural changes as we refer to the document signed in 2024 at the district, sector, and cell levels; it indicat es that some positions will be eliminated, others merged or renamed and new roles created

, two new positions are planned at the cell level: the Citizen Service Delivery Officer and the Agriculture and Animal Resources Officer.
Additionally, the position currently known as the Socio-Economic Development Officer (SEDO) is set to be renamed the Economic and Human Capital Development Officer, with the role focusing on both the economy and citizen welfare.
This means that the two existing staff members at the cell level—the Executive Secretary and the SEDO—will be joined by two others, bringing the total staff count to four. Sectors to have dedicated teams At the sector level, planned changes include the establishment of two units focused on economic and financial development, as well as social welfare and community well-being.
These units include the Economic Development Team, which will consist of five staff members: a Unit Head and officers responsible for agriculture and natural resources; land and infrastructure; livestock; and trade and cooperative development.
There is also the Human Capital & Social Protection Team (responsible for citizen welfare), comprising three staff members: a Team Leader (also overseeing insurance, social welfare, and human security), a Health, Sanitation, and Hygiene Officer, and an Education Inspector.
These two teams account for eight positions, in addition to the six roles planned for the Sector Executive Secretary’s office: the Executive Secretary; the Governance and Specific Programs Officer; the Civil Registration and Notary Officer; the Planning, M&E, and Data Management Officer; the Accountant; and the Secretary (who also serves as the Front Desk Officer).
In total, this results in a staff of 14 at the Sector level.
**District-level changes: positions eliminated or merged**
At the District level, the planned changes focus primarily on consolidating responsibilities and eliminating jobless positions or roles whose duties can be performed by other staff members. In rural districts, plans are in place to eliminate the position of Corporate Service Division Manager (a role akin to overseeing district operations), as the relevant document indicates that its responsibilities overlap with those of the District Executive Secretary.
There are also plans to phase out positions such as Constituency Affairs Officer (responsible for the District Council office), Receptionist, Billing Officer, Land Valuation Officer, and IT/MIS Officer; some of these duties will be reassigned to other staff members or handled through the IREMBO digital platform.
There is also a plan to merge the Business Development & Employment unit with the Agriculture & Natural Resources unit to form a single “Economic Development Unit.
This unit will comprise six staff members within the rural district structure: a Unit Director, a Business Development & Employment Specialist, an Agriculture Officer, a Forestry and Natural Resources Officer, an Animal Resources Officer, and an SMEs & Cooperatives Development Officer.
Regarding social welfare, the Social Development, Health, and Education units will be merged into a single “Human Capital & Social Protection Unit,” which will have five staff members.
As part of these changes, the position of Gender & Family Promotion Officer is set to move from the Good Governance unit to the Human Capital & Social Protection unit; the role will also be upgraded from “Officer” to “Specialist,” becoming the “Gender, Family Promotion, and Social Inclusion Specialist.” The changes reflected in the document are those that have been planned, as the text outlines the proposed organizational structures for the District, Sector, and Cell levels.
However, according to the information we have obtained, staff in all Cells are expected to be in their positions by February 2027, while the full implementation of these changes—extending up to the District level—is scheduled for completion by July 2027.
